10. Terms & Conditions

Payment Schedule	50% upon contract signing; 50% upon programme completion.
Proposal Validity	This proposal is valid for 30 days from the date of issue (May 11, 2026).
Cancellation Policy	Full refund if cancelled 14 or more business days before the scheduled programme date. Cancellations within 14 days are subject to a 25% administrative fee. No-shows are non-refundable.
Rescheduling	One complimentary reschedule permitted with a minimum of 10 business days’ notice. Subsequent reschedules may incur a 10% fee.
Intellectual Property	All custom materials developed for [Government Entity] remain the property of [Government Entity] upon full payment. Minbar.ai retains the right to reference the engagement for portfolio purposes.
Confidentiality	Both parties agree to treat all information shared during this engagement as confidential.
